Build 0.3.0, bugfixes, new project SCM (index)

System build scripts:

• local cache patch from Marat Khayrullin
• hotfixes: patch support (see FAQ)

The system itself wasn't changed significally.

• Fixed bug with "set rootpw"
• New shell output modifier -- netcat
• FTP and IRC connection tracking by default
• Connection states in access-lists

All system components moved from CVS to Subversion control.
